Doing it later as a separate exercise costs several times as much.

Newport Heights sits outside the coastal zone for most of its area, which removes a layer of process that peninsula and island projects have to consider. Lots are flat and access is normal suburban street frontage, so staging, deliveries and skip placement are straightforward here in a way they simply are not two miles south.
